Our History
AITPR was established by Dr. Jonathan Reynolds, a visionary economist and tax policy expert who recognized the need for an independent institute focused on tax reform and fiscal responsibility. Leadership
DR. EMILY CARTER
Executive Director
Emily is a distinguished tax policy expert with extensive experience in economic research, public finance, and legislative analysis. She holds a Ph.D. in Public Policy & Economics from Harvard University, a Master’s in Economic Policy from Princeton University, and a B.A. in Political Science & Economics from the University of California, Berkeley. Before leading AITPR, she served as a Senior Advisor at the U.S. Department of Treasury, where she played a key role in federal tax reform and corporate taxation strategies. As Chief Economist for the Senate Finance Committee, she provided economic analysis and legislative insights that contributed to major bipartisan tax legislation. She also worked as a Research Fellow at the Brookings Institution, conducting in-depth studies on the effects of taxation on economic growth and income distribution. Additionally, Emily has shared her expertise as a Professor of Public Finance at Georgetown University, teaching graduate courses on tax policy, economic modeling, and fiscal sustainability. Under her leadership, AITPR continues to be a trusted voice in shaping forward-thinking tax policy solutions.
